الاستقراء العلمي الاستباقي للمهددات السيبرانية

Abstract

The cyber globalization has brought about significant transformations in human life. Despite supporting the goals of sustainable development, contributing to the exchange of ideas and beliefs, blending cultures and knowledge, and promoting the trade of goods and services among different peoples of the world, it poses threats to privacy and reduces security. Unethical behaviors and cyber crimes have been prevalent in this widespread and interconnected world, replacing traditional crimes with electronic ones. With the evolution of globalization and technological advancement, cyber threats undermine all avenues of progress and prosperity.

The study adopted a descriptive-analytical methodology to describe and study the phenomenon under investigation from various dimensions and aspects, and then to scientifically and practically analyze its vocabulary and components in order to avoid randomness and deal with cyber violations and breaches from a proactive perspective, rather than a reactive one.

The study emphasized in its results that proactive scientific inference is not done through random methods, and does not mean providing an exact image of what will happen in the future, but rather it is a set of scientific methods through which we can reach "the closest possible image of what may happen in the future".

The study relied on scientific foundations, statistical and analytical theories to proactively monitor cyber threats, and develop short-term and long-term plans and scenarios to address these threats and mitigate their spread, highlighting the importance of proactive approaches in dealing with cyber threats.

أحدثت العولمة السيبرانية تحولات كبيرة في حياة البشر، فعلى الرغم من دعمها لأهداف التنمية المستدامة، وإسهامها في تبادل الأفكار والمعتقدات، ومزج الثقافات والمعارف، وتعزيز ترويج السلع والخدمات بين مختلف شعوب بلدان العالم، إلا أنها تهدّد الخصوصية، وتقلِّص الأمن، فقد كانت السلوكيات غير الأخلاقية، وأساليب الإجرام السيبراني، ضمن هذا الانتشار والتداول، حتى تم استبدال الجرائم التقليدية بتلك الإلكترونية، ومع تطور العولمة وتقدم التكنولوجيا، أصبحت المهددات السيبرانية تطيح بكل سبل التقدم والازدهار.

واعتمدت الدراسة على المنهج الوصفي التحليلي، وذلك بهدف وصف الظاهرة قيد الدراسة، ودراستها من مختلف أبعادها وجوانبها، ومن ثم تحليل مفرداتها ومكوناتها تحليلاً علمياً وعملياً، من أجل تجنب العشوائية، والتعامل مع الانتهاكات والخروقات السيبرانية من منطلق "المبادأة"، وليس "رد الفعل".

وأكدت الدراسة في نتائجها على أن الاستقراء العلمي الاستباقي لا يتم بطرائق عشوائية، ولا يعني إعطاء صورة مطابقة تماماً لما سيحدث في المستقبل، بل هو عبارة عن أساليب علمية، نصل من خلالها إلى "أقرب صورة لما يمكن أن يقع مستقبلًا".

وارتكزت الدراسة في أهميتها على الاستناد إلى الأسـس العلمية، والنظريات الإحصائية والبيانية؛ لرصد المهددات السيبرانية بشكل استباقي، وإعداد الخطط والسـيناريوهات قصيرة الأجل وطويلة المدى، بغرض التصدي لتلك المهددات والحد من انتشارها.
