أثر تكامل نظم المعرفة في صنع القرار الأمني دراسة ميدانية على القيادة العامة لشرطة الشارقة

Abstract

The study aimed to measure the level of integration of knowledge systems in their dimensions (programs and technologies - interconnection of subsystems - human resources qualification - reliability and risk assessment) in the Sharjah Police General Command, and to explore the implications of the integration of knowledge systems on decision-making in the Sharjah Police General Command, and to clarify the importance of optimal use of systems. Multiple sub-security as a strategic resource that contributes to achieving effectiveness and efficiency during security decision-making at the Sharjah Police General Command. The study relied on the quantitative approach, through an applied study on Sharjah Police employees through a (questionnaire) that contained paragraphs that reflect the variables of the study, and appropriate statistical treatments were relied upon to extract the results of the study and process them using the Statistical Package for the Social Sciences (SPSS) program. The study reached several results, the most important of which is the presence of a statistically significant effect for all dimensions of knowledge systems integration (programs and technologies, interconnection of subsystems, human resources qualification, reliability and risk assessment) on security decision-making in Sharjah Police, and that the values of the regression coefficient and beta (B) coefficient were positive. In all dimensions; This means that the greater the attention paid to the dimensions of knowledge systems integration, the greater the effectiveness of security decision-making in Sharjah Police. The study recommended identifying potential future security challenges that could affect knowledge systems in the Sharjah Police General Command, and determining the adequacy of risk control tools to ensure that risks are not exposed. Knowledge systems at the Sharjah Police General Command for any breaches and ensuring the continuity of their work.

هدفت الدراسة إلى قياس مستوى تكامل نظم المعرفة بأبعادها (البرامج والتقنيات، ترابط الأنظمة الفرعية، تأهيل الموارد البشرية، الموثوقية وتقييم المخاطر) في القيادة العامة لشرطة الشارقة، واستكشاف انعكاسات تكامل نظم المعرفة على صنع القرارات في القيادة العامة لشرطة الشارقة، وتوضيح أهمية التوظيف الأمثل للأنظمة الأمنية الفرعية المتعددة كمصدر استراتيجي يساهم في تحقيق الفاعلية والكفاءة أثناء صنع القرارات الأمنية في القيادة العامة لشرطة الشارقة، وقد اعتمدت الدراسة على المنهج الكمي، من خلال دراسة تطبيقية على العاملين في شرطة الشارقة عن طريق (استبانة) احتوت على الفقرات التي تعكس متغيرات الدراسة، وتم الاعتماد على المعالجات الإحصائية المناسبة في استخراج نتائج الدراسة ومعالجتها باستخدام برنامج الحزمة الإحصائية للعلوم الاجتماعية (SPSS)، وتوصلت الدراسة إلى عدة نتائج أهمها وجود أثر دال إحصائياً لجميع أبعاد تكامل نظم المعرفة (البرامج والتقنيات، ترابط الأنظمة الفرعية، تأهيل الموارد البشرية، الموثوقية وتقييم المخاطر) في صنع القرار الأمني في شرطة الشارقة، وأن قيم معامل الانحدار ومعامل بيتا (B) جاءت موجبة في جميع الأبعاد؛ ما يعني أنه كلما زاد الاهتمام بأبعاد تكامل نظم المعرفة زادت فعالية صنع القرار الأمني في شرطة الشارقة، وأوصت الدراسة بتحديد التحديات الأمنية المستقبلية المحتملة التي يمكن أن تؤثر على أنظمة المعرفة في القيادة العامة لشرطة الشارقة، والوقوف على مدى كفاية أدوات التحكم في المخاطر لضمان عدم تعرض أنظمة المعرفة في القيادة العامة لشرطة الشارقة لأي اختراقات وضمان استمرارية عملها«.
